I recommend doing the activities first, as many of them give you weapons or abilities that will make subsequent missions easier, but there really isn’t an order that you have to take these in.
The achievements are also pretty much non-linear, so you don’t have to worry about missing anything. Saints Row is a sandbox style game, which means that you can do almost anything in the city of Stilwater in almost any order. Minimum number of playthroughs needed: 1
